FL Backflow Preventer Types

Florida law requires backflow prevention on all commercial connections and many residential services.

RPZ — Reduced Pressure Zone Assembly (Highest Protection — High Hazard)

How it works: Two check valves separated by a pressure differential relief valve. If either check valve fails, water drains out the relief port rather than backflowing into potable supply. Required in FL for: Irrigation with fertilizer injection (chemigation), car washes, medical/dental facilities, food service with spray equipment, industrial processes, fire sprinkler systems with antifreeze, pools/spas with direct connections, boiler makeup water. Annual testing: Yes — every 12 months by FL-certified tester. Installation: Above ground, 12" minimum clearance below. Cannot be in pit or below grade. DCVA — Double Check Valve Assembly (High Protection — Moderate Hazard)

How it works: Two independently operating spring-loaded check valves in series. No pressure differential relief of an RPZ. Required in FL for: Residential irrigation (non-chemigation), commercial cooling towers, multi-story buildings, supermarkets, hotels, apartment complexes, booster pump systems, commercial ice machines. Annual testing: Yes for commercial; residential testing required annually in most FL counties. Advantage: Can be installed below grade in vault. - FL installed cost (¾"–1"): $350–$850 · Annual testing: $65–$150 · Brands: Watts, Febco, Conbraco, Ames

PVB — Pressure Vacuum Breaker (Moderate Protection — FL Residential Irrigation)

How it works: Spring-loaded poppet valve + independently operating check valve. Protects against back-siphonage only (not backpressure). Must be installed at least 12 inches above the highest downstream outlet. Approved for: Residential lawn irrigation without chemical injection — most common FL residential device. Limitation: NOT approved for chemigation; NOT approved where backpressure can occur. Annual testing: Required in some counties — Hillsborough, Orange, Miami-Dade require annual testing of residential PVBs. - FL installed cost (¾"–1"): $175–$425 · Annual testing: $45–$95 · Brands: Watts 800M4, Febco 765, Ames 5000PVB

AVB — Atmospheric Vacuum Breaker (Basic Protection — Lowest Cost)

How it works: Single float valve opens to atmosphere when pressure drops. Cannot be used under continuous pressure. Approved for: Individual hose bibs, lawn hose connections, lab faucets, clothes washer connections — point-of-use only. Note: AVBs do NOT require annual testing certification in FL. FL code requires AVB on all hose bibs in new construction. - FL installed cost: $25–$95 · Annual testing: No (statewide) · Brands: Watts 8A, Febco 710

FL Backflow Compliance Requirements

FL DEP Mandatory Testing — Annual Requirement: Florida Administrative Code Rule 62-555 requires annual testing of all testable assemblies (RPZ and DCVA) connected to potable water. Testing by a FL-certified tester. Test reports submitted to local utility within 30 days. Failure results in water service discontinuation notices in most FL counties.

FL Water Service Shut-Off Warning: FL utilities are authorized to discontinue water service to properties with overdue backflow test reports. Miami-Dade WASD, Orange County Utilities, Hillsborough County Utilities have active enforcement. First notice typically 30 days before due date. Disconnection typically 60–90 days after overdue date.

Who Performs FL Backflow Testing? Testers must hold certification from AWWA, ABPA, or equivalent FL DEP-recognized program. CPC-licensed plumbers may test if they hold a separate backflow tester certification.

FL Annual Testing Process

  • Contact FL-certified backflow tester to schedule. Allow 30–60 min for commercial, 20–30 min for residential.
  • Tester arrives with calibrated differential pressure gauge kit; needs access to upstream shutoff, test cocks, and all assembly components.
  • Tester performs check valve and relief valve differential pressure tests per AWWA M14 procedures.
  • If passes: tester completes FL DEP test report form, submitted to utility within 30 days.
  • If fails: tester notates failure. Repair or replacement required before re-test.
  • After repair: re-test performed ($45–$95 re-test fee). Passed re-test submitted to utility.

FL Non-Compliance Penalties

  • Water Service Discontinuation: 30-day overdue notice, then 60-day final notice, then service discontinuation. Reconnection fee $50–$200 plus compliance docs.
  • FL DEP Cross-Connection Violation: $1,000–$10,000 per day civil penalties for willful non-compliance under FL Admin Code 62-555.
  • FL Health Department Action (High-Hazard Sites): Food service, medical facilities risk operating permit action from FL DOH.
  • Insurance / Liability Exposure: Policies may deny claims related to water contamination events if required backflow prevention was not in place or not tested.
