Why Annual Testing Is Mandatory in FL

Florida water districts mandate annual backflow preventer testing to protect the public drinking water supply. When irrigation system pressure drops — during pump startup, a main break, or a water district pressure reduction — contaminated water from your landscape (fertilizers, pesticides, pet waste, fungicides) can be siphoned back into the potable water system through a failed or absent backflow device.

Consequences of missed test: Water utility can issue a notice of non-compliance, require emergency inspection, fine the property owner $100–$500 per day, or terminate water service until a current test report is filed.

Scheduling tip: Book your test in January–March before the summer irrigation season. Test backlogs in April–June mean 2–3 week waits. A failed test mid-season means water shutoff during peak irrigation need — and an emergency repair premium of 20–40%.

Device Types

RPZ — Reduced Pressure Zone Assembly (Highest Protection — Required for High-Hazard)

The most protective testable backflow preventer. Two independent spring-loaded check valves and a differential pressure relief valve. - FL required for: Chemical/fertilizer injection systems, reclaimed water irrigation, commercial high-hazard cross-connections per FL Rule 62-555 and 62-610. - Test frequency: Annual by FL-certified tester. - Installation: Above grade, with access for testing. 12 inch minimum clearance above flood level. - FL installed cost (new): $350–$900 - Annual maintenance: Test all 4 test cocks; check relief valve opening pressure; inspect check discs. PVB — Pressure Vacuum Breaker (Standard — FL Residential Irrigation)

Most common backflow device for FL residential irrigation. Spring-loaded poppet check valve + independently operating air inlet valve. Protects against back-siphonage only. - FL required for: Standard residential and commercial irrigation without chemical injection or reclaimed water. - Critical installation rule: Must be installed at least 12 inches above the highest irrigation head. Cannot be below grade. - Limitation: Protects only against back-siphonage — NOT back-pressure. Cannot be used with chemical injectors or booster pumps downstream. - FL installed cost (new): $150–$450 - Top brands: Watts 800M4, Wilkins 720A, Febco 765, Ames 5000PVB

DC — Double Check Valve Assembly (Medium Protection — Below-Grade Approved)

Two independent spring-loaded check valves in series. Can be installed above or below grade. Protects against both back-pressure and back-siphonage for medium-hazard applications. - FL use: Commercial fire sprinkler systems, in-ground vault installations, pool fill lines, irrigation without high-hazard chemicals. - Limitation: NOT approved for high-hazard connections (use RPZ). - FL installed cost (new): $200–$600 - Top brands: Watts 007, Wilkins 950XL, Febco 850, Apollo 4C, Ames 2000SS

AVB — Atmospheric Vacuum Breaker (Limited Use — Not Annually Testable)

The simplest and least expensive device — a single air inlet that opens when supply pressure drops. Cannot be tested with standard FL gauge equipment. - FL use: Hose bibb connections only in many jurisdictions. Many utilities no longer accept AVBs for permitted irrigation systems with automatic zone valves. - Limitation: Cannot be subject to sustained back-pressure. Not acceptable for reclaimed water or chemical systems. - FL trend: Utilities increasingly requiring replacement with PVB or RPZ. - Cost: $30–$120

FL Certified Tester Requirements

Per FL Administrative Code Rule 62-555.380(1), all testable backflow preventer tests must be performed by: - Option A: A Florida-licensed plumbing contractor (CFC license) with cross-connection control training, or - Option B: A Florida-licensed plumbing journeyman under licensed contractor supervision, with current backflow testing certification from AWWA, ABC, or equivalent recognized by the local water utility.

Test reports must be submitted on FL Form 62-555.900(9) to the local water utility within 30 days. Many FL utilities (Miami-Dade WASD, Broward) require current gauge calibration certificate submission with the report.

All 5 FL water management districts require annual backflow preventer testing under FL Administrative Code Rule 62-555.

SFWMD — South Florida Water Management District

Miami-Dade, Broward, Palm Beach, Martin, St. Lucie, Indian River, Okeechobee, Collier, Lee, Monroe, Charlotte, Hendry, Glades - Test frequency: Annual — no later than 12 months from previous test - Report deadline: 30 days (MDWASD requires 10 days) - Primary enforcement: Miami-Dade WASD, Broward County ENV, PBCUD - Reclaimed water: RPZ mandatory plus annual utility inspection - Key rule: SFWMD Cross-Connection Control Manual Section 7

SWFWMD — Southwest Florida Water Management District

SJRWMD — St. Johns River Water Management District

Orange, Seminole, Osceola, Lake, Volusia, Brevard, Duval, Clay, Nassau, Putnam, St. Johns, Flagler - Test frequency: Annual; Report deadline: 30 days (JEA — Duval requires 10 days) - Primary enforcement: OUC (Orlando), JEA (Jacksonville), Brevard County Utilities - Notable: OUC has one of FL's strictest cross-connection programs

NWFWMD — Northwest Florida Water Management District

Escambia, Santa Rosa, Okaloosa, Walton, Bay, Washington, Holmes, Jackson, Calhoun, Gulf, Liberty, Gadsden, Leon (partial) - Test frequency: Annual; Report deadline: 30 days - Primary enforcement: Pensacola Energy, Bay County Utilities, Panama City Utilities - Notable: PVB is the dominant device type

SRWMD — Suwannee River Water Management District
