Slab vs Raised Floor Cost Difference

Concrete slab adds $1,200–$3,500 to any new-drain bathroom addition. Saw-cutting, breaking, trenching, backfill, and patch concrete are labor-intensive in FL. Raised (wood frame) homes have drain access from below. - Slab saw-cut & trench (per linear ft): $45–$85/LF - Concrete core drill (per hole): $150–$350 - Concrete patch & cure (per SF): $18–$35/SF - Raised floor access (per joist bay): $0 extra - Typical slab surcharge (full bath): +$1,800–$3,500

FL tip: Most pre-1980 South FL homes are slab-on-grade. Homes in North FL and raised areas (flood zones) may be pier-and-beam. Always confirm before pricing.

Fees shown are for the plumbing sub-permit. Most counties also require a building permit and sometimes electrical. 2024–2025 estimates; verify with your AHJ.

FL Bathroom Addition Permit Process

  1. Determine Jurisdiction: City of Tampa, Orlando, Miami, Jacksonville are independent AHJs. County rules apply outside city limits. Pulling with the wrong office voids the permit.
  2. Prepare Plans & Documents: Floor plan, plumbing schematic (DWV and supply), fixture schedule, sometimes a site plan. Additions >200 SF may require full architectural drawings.
  3. Submit Building + Plumbing Sub-Permit: Most jurisdictions require both. The plumbing CPC pulls the sub-permit. Owner-builders can pull their own with a homeowner exemption affidavit (FL §489.103).
  4. Schedule Rough-In Inspection: After all DWV and supply piping installed but BEFORE walls close. Inspector verifies pipe sizing, slope (¼" per LF per FPC §704.1), trap distances within 5 ft of vent (FPC §909), and pressure balance valve on shower (FPC §424.3).
  5. Pressure Test: FL Plumbing Code §312 requires DWV air or water test: 10 PSI air for 15 min, or fill stack 10 ft above highest fitting. Water supply holds at working pressure (40–80 PSI) for 15 min.
  6. Close Walls — Continue Construction: Do not cover plumbing until inspection card is signed.
  7. Final Plumbing Inspection: Inspector checks toilet flange height (FPC §405.4.1), shower valve operation, trap accessibility, hot water on left (FPC §607.2), no cross-connections.
