FL DOH Healthcare Facility Plumbing

In Florida, medical and dental offices must comply with FL Building Code (FBC), FL Department of Health (Chapter 59A FAC), and applicable ASSE/ANSI standards. ASCs and dialysis centers have the strictest requirements. FL DOH Plan Review is required for new construction and major renovations of clinical spaces. A licensed FL CFC plumber with healthcare experience is essential.

FL Healthcare Plumbing Code Checklist

  • Anti-Scald — ASSE 1070 TMVs: Required at all patient care handwash sinks, scrub sinks, showers, tubs. FL Plumbing Code 424.5. Tempered water 90–120F. Field-calibrated. Pediatric areas <=110F recommended. Approved brands: Watts LFF-070-LF, Symmons TE-74, Leonard 5 series, Lawler 66 series.
  • Handwash sink in each exam/treatment room: FL DOH requires within each room. Wrist/elbow or sensor faucets for infection control.
  • Dental chair backflow — ASSE 1001: Each dental unit needs ASSE 1001 atmospheric vacuum breaker (or ASSE 1035 dual check) per FPC 608.13.1. DUWLs must meet CDC/ADA (<=500 CFU/mL). Often requires independent waterline treatment (bottle systems, Sterisil, A-dec ICX).
  • RPZ backflow preventer at building entry: Required for medical/dental (high-hazard). Tested annually by FL-certified tester; report filed with utility.
  • Emergency eyewash — ANSI Z358.1: Within 10 seconds (~55 ft) of hazardous chemical areas. Tepid water 60–100F, >=0.4 GPM for 15 min, hands-free activation.
  • Water heater Legionella management: Store hot water >=140F (ASHRAE 188), temper to <=120F at point of use via ASSE 1070 valves. Flush low-use fixtures; address dead legs.
  • Sterilization/autoclave: Cold supply (1/2" min), floor drain rated for 212F steam condensate (CPVC or cast iron — no PVC near autoclave drain), indirect waste. RO water recommended.
  • Dialysis water treatment: AAMI/ANSI RD62 — softener -> activated carbon -> RO -> deionization. Monthly water quality testing. FL AHCA licenses separately.
  • Lab/chemical acid waste: Acid-resistant piping (CPVC, polypropylene, borosilicate glass) per FPC 702. Neutralization tank may be required. Do NOT connect acid waste to standard PVC.
