Toilet (Gravity Tank): Closet flange height (slab) 0"-1/4" AFF; flange 1/4" max above finished floor; supply line rough-in 6" to left, 7" AFF; drain centerline to wall 12" std (10" or 14" alt); side clearance 15" to CL (FL code); front clearance 21" min.

Walk-In Shower Valve: Mixing valve centerline 48" AFF (std); showerhead stub-out 78"-80" AFF; hot supply 4" left of CL; cold supply 4" right of CL; min shower floor size 30"x30" (FPC).

Bathtub: Overflow centerline 16"-18" AFF; faucet valve stub-outs 28"-32" AFF; supply line spacing 8" c-c (hot left); showerhead over tub 75"-78" AFF.

Lavatory / Vanity Sink: Drain centerline 18"-20" AFF; supply stub-outs 21"-22" AFF; supply spacing 8" c-c (hot left); ADA drain height 17" AFF max; ADA supply height 18"-20" AFF.

Florida-Specific Rough-In Code Notes

  • FL Plumbing Code edition currently adopted: FPC 2023 (6th Edition)
  • Toilet flange must be flush with or above finished floor (FPC 405.4.1)
  • Shower valve must be pressure-balancing or thermostatic (FPC 424.3)
  • Max temperature at shower valve - scald protection 120F (FPC 424.3)
  • Min shower enclosure size (finished floor area) 900 sq in / 30"x30" (FPC 408.6)
  • Vent required within 5 ft of lavatory trap arm (FPC 909)
  • P-trap seal depth 2"-4" water seal (FPC 1002)
  • Hot water left-hand rule - all FL fixtures: hot on left, cold on right (FPC 607.2)
  • FL permit required for rough-in changes: Yes - all rough-in plumbing requires FL permit

ADA vs. Standard Rough-In Comparison

ADA requirements under the 2010 ADA Standards apply to commercial buildings and any residential units designated as accessible. FL Fair Housing requires accessible design in multi-family housing (4+ units). Many FL homeowners choose ADA heights for aging-in-place.

FL Aging-in-Place Trend: With Florida's large retiree population, many residential clients request ADA-compliant rough-in heights even when not legally required. Planning accessible heights at rough-in costs nothing extra - retrofitting later costs $800-$3,500 per fixture.

Toilet (ADA 604): Seat height standard 14"-16" / ADA 17"-19"; centerline from side wall standard 12"-18" / ADA 18" exactly; clear floor space front standard 21" min / ADA 60" wide x 56" depth; grab bars required only for ADA (rear 33"-36" AFF; side 6" max from rear, 54" from wall); drain rough-in 12" both; supply rough-in 7" AFF both.

Lavatory (ADA 606): Counter height standard 32"-36" / ADA 34" max; drain centerline standard 18"-20" / ADA 17" max; supply stub-out standard 21"-22" / ADA 18"-20"; ADA needs knee space (11" at 9" AFF, 8" at 27" AFF), 30"x48" clear floor space, pipe insulation required, lever/push/touchless faucet.

Shower (ADA 608): Size standard 30"x30" / ADA 36"x36" transfer or 30"x60" roll-in; threshold standard up to 4" curb / ADA 1/2" max transfer, 0" roll-in; control valve standard 48" AFF / ADA 38"-48"; showerhead standard 78"-80" / ADA 48" handheld plus 78" fixed; ADA requires handheld (59" hose min), seat, and grab bars 33"-36" AFF.

Bathtub (ADA 607): Rim height standard 15"-18" / ADA 17" max; ADA needs 30"x60" clear floor space alongside, controls 33"-36" AFF at foot end, handheld showerhead (59" hose), grab bars at 8"-10" and 33"-36" AFF, and a seat at the head end.

FL Fair Housing / ADA Applicability

  • Single-family home (owner-occupied): ADA not required (optional)
  • Multi-family 4+ units (ground-floor or elevator) - FL Fair Housing: accessible design required
  • Commercial - places of public accommodation: full ADA required
  • Rental single-family: FL Fair Housing applies to 4+ units
  • FL state and local government buildings: full ADA + FL ADA required
  • Renovation vs. new construction trigger: new = full compliance; reno = path of travel

Master Bathroom / Full Bath: toilet drain CL to finished wall 12"; toilet supply 7" AFF, 6" left of drain CL; lavatory drain 18"-20" AFF; lavatory supply stub-outs 21"-22" AFF, 8" c-c (hot L, cold R); tub faucet stub-outs 28"-32" AFF; tub/shower showerhead 75"-78" AFF; shower mixing valve 48" AFF; shower showerhead 78"-80" AFF; toilet side clearance 15" min; front clearance 21" min.

Kitchen: sink drain 18"-20" AFF; sink supply stub-outs 20"-22" AFF, 8" c-c; dishwasher drain high loop min 20" AFF; dishwasher supply 3/8" compression from shut-off; refrigerator ice maker supply 6"-12" AFF behind fridge; gas line 6"-12" AFF behind range.

Laundry Room: washing machine standpipe 36"-42" AFF; standpipe min trap-to-top 18"; washer supply stub-outs 40"-48" AFF, 8" c-c; slop sink drain 12"-14" AFF; slop sink supply 36"-40" AFF; dryer gas stub-out 6"-8" AFF behind unit.

Water Heater / Mechanical: drain valve 3"-4" AFF; T&P valve discharge per mfr, drain within 6" of floor; cold inlet and hot outlet at top of WH; seismic strapping not required in FL (no seismic zone); expansion tank required with backflow preventer (closed system); gas WH sediment trap required within 12" of WH.

FL Plumbing Code Toilet Clearance Minimums

FL Building Code 2904 establishes minimum toilet compartment clearances. Many FL municipalities enforce stricter clearances - check local amendments before rough-in.

  • Min side clearance - toilet CL to wall: 15" (FPC); 18" (ADA)
  • Min side clearance - toilet CL to tub/shower: 15"
  • Min clearance - front of toilet bowl: 21" (FPC); 60" clear (ADA)
  • Minimum bathroom doorway width: 24" clear (28" door); 32" ADA
  • Lavatory min clearance from toilet CL (side): 15"
  • Shower min clear floor space inside: 900 sq in (30"x30" min)
