Do I Need a Permit for Outdoor Plumbing?

Yes — almost always. Any new gas line, outdoor sink, or plumbing fixture connection in Florida requires a permit pulled by a licensed plumber (CPC) or gas contractor (CGC). Unpermitted outdoor kitchens are flagged at resale and create insurance liability.

Pool House vs Outdoor Kitchen — Key Differences

  • Outdoor kitchen (attached or detached): Plumbing + gas permit
  • Pool house / cabana (with plumbing): Building + plumbing + gas
  • Pool house with bathroom: Building + plumbing + electrical
  • Outdoor sink only (no gas): Plumbing permit
  • Natural gas grill only (no water): Gas permit only
  • Propane (portable tank): Depends on jurisdiction. Portable tanks under 20 lbs typically no permit; permanent 250–1,000 gal tank requires permit and often a site plan.

FL County Permit Requirements — Outdoor Kitchen

  • Miami-Dade: Gas sub-permit required (CGC or CPC-G); plumbing sub-permit for outdoor sink; structural permit if new structure; 5 ft min setback; buried gas line permit required. Portal: iBuildMiami.
  • Broward: Gas permit (CGC/CPC-G); building permit if attached; accessory structure permit if detached; full building + sub-permits for pool house; reclaimed water needs BCWWS approval.
  • Palm Beach: Gas line permit for all new runs; outdoor sink permit even for existing lines; building+plumbing+electrical for pool house with bath; reclaimed needs PBC Water Utilities approval. Portal: PBC IMS.
  • Orange/Orlando: Gas permit (CGC/CPC-G); building permit for enclosed SF; gas+plumbing sub-permits for open-air kitchen; reclaimed via OUC or Orange County Utilities.
  • Hillsborough/Tampa: Gas permit (CGC); CPC for any water connection; building permit for separate pool house; City of Tampa vs unincorporated = two separate AHJs.

Pool House / Cabana Permit Process

  1. Determine Structure Type — Enclosed (4 walls + roof) needs building permit with stamped plans by FL engineer/architect. Open structures may need only plumbing/gas sub-permits.
  2. Zoning & Setback — FBC R302 and local zoning. Pool houses typically 5–10 ft from property lines, 10 ft from pool edge.
  3. Submit Building + Sub-Permits — Building (structural), plumbing (CPC), electrical, gas (CGC/CPC-G). All tied to master permit.
  4. Rough-In Inspections — Plumbing (DWV+supply) and gas (pressure test at 1.5x MAWP per NFPA 54 8.2, hold 10 min). Plumbing DWV test: 10 PSI per FPC 312.
  5. Final Inspections & CO — Building, plumbing, electrical, gas. Habitable space may need CO. May affect homeowner's insurance premium.

Reclaimed Water for Outdoor Use

Reclaimed (reuse) water is mandated by many FL water management districts for irrigation. NO cross-connection between reclaimed and potable (FDEP Chapter 62-610). - Pipe color: Purple (Pantone 522) - Min separation from potable: 10 ft horizontal / 18" vertical - Outdoor shower: NO (body contact prohibited) - Irrigation: Yes, with approved backflow preventer - Toilet flushing: Yes, with dual-pipe system - Backflow: RP or DCVA at point of connection

Cross-connecting reclaimed to potable violates FDEP rules and FL Statute 403. Fines up to $10,000/day.

FBC 448 — Outdoor Plumbing Provisions

  • Buried water supply pipes: min 6" cover, deeper in freeze zones
  • Hose bibb backflow: vacuum breaker required (FPC 608.16.3)
  • Outdoor drain to sanitary sewer required (no ground discharge)
  • Outdoor shower drain must connect to sanitary, not pool
  • Grease trap for commercial-use outdoor kitchen sink (FOG program)
  • Outdoor sink vent termination: 6" above flood level (FPC 904)
  • Materials: Schedule 40 PVC, CPVC, or stainless

Typical appliance BTU: built-in grill 35–50k (use 42k); high-output 6-burner 65–90k (use 75k); side/wok burner 15–25k; gas pizza oven 60–80k; outdoor fireplace 60–100k; patio heater 40–50k; pool/spa heater 200–400k (use 250k); outdoor tankless WH 120–199k (use 150k). NG runs at 7" W.C. CSST (yellow-jacketed) common; must be bonded per NFPA 54. Black iron at appliance connections and meter.

Outdoor Fixture Rough-In Specs

All outdoor fixtures must drain to sanitary sewer — not ground, pool, or storm drain (FL Statute 403.161).

Outdoor kitchen sink: Cold/hot supply 21–22" AFF; supply spacing 8" c-c (hot left, cold right); drain 18–20" AFF; 1-1/2" P-trap; vent within 5 ft of trap (FPC 909); backflow on hose spray (FPC 608.16.3); stainless steel supply recommended; insulate hot supply outdoors.

Outdoor shower (pool rinse): Cold only or cold+tempered; showerhead 72–78" AFF; mixing valve 48" AFF; pressure balance valve required if hot & cold (FPC 424.3); drain to sanitary sewer (NOT pool/storm); 2" standpipe or floor drain to 3" sanitary; reclaimed NOT allowed for rinsing (FDEP 62-610); P-trap with primer required.

Pool house bathroom: Toilet rough-in 12" from finished wall; toilet supply 7" AFF, 6" left of drain CL; lavatory drain 18–20" AFF; hot on left (FPC 607.2); shower valve pressure balance (FPC 424.3); outdoor tankless WH common; vent stack 6" min above roof (FPC 904.1); cleanout at base of stack and at property line (FPC 708).

Ice maker/outdoor fridge: 1/4" or 3/8" OD copper/poly supply; accessible shutoff (FPC 605.5); 1/2"–3/4" drain to sanitary standpipe; backflow if commercial ice maker; insulate buried lines in North FL.

Outdoor Plumbing Freeze Protection (North FL)

  • South FL (Miami-Dade, Broward, PBC): Freeze rarely an issue. Insulate outdoor hot water lines for heat loss.
  • Central FL (Orlando, Tampa, Sarasota): Occasional freeze (1–3x/yr). Insulate exposed lines, freeze-proof hose bibbs; irrigation needs freeze sensors per WMD rules.
  • North FL/Panhandle: Annual freeze events. Insulate or conduit all outdoor supply lines; main shutoff with drain capability; pool heaters recommended.

Freeze-proof hose bibb: $45–$95 installed. Pipe insulation: $2–$5/LF. Shutoff + drain valve: $85–$175 installed.
