Florida Leak Context
Florida's reuse water mandate means most FL utilities charge tiered rates - the more you use, the more expensive each gallon. A running toilet can push you into a higher tier, multiplying the effective cost per gallon. Average FL household water use is 6,000-10,000 gal/month; a running toilet "fast leak" adds 30,000-120,000 gal/mo. FL WaterSense toilet rebates run $50-$100 at select utilities. Gallons saved also reduce sewer fees. Miami-Dade has a 1.0 gal/flush rule (dual-flush required in some new builds). Sewer fees (usually also billed) often add $0.004-$0.006/gal.
FL County Water Rates (2025)
| County / Utility | Tier 1 ($/kgal) | Est $/gal |
|---|---|---|
| Miami-Dade Water & Sewer | $5.39-$6.50 | $0.0054 |
| Broward County Water | $4.75-$5.80 | $0.0048 |
| Palm Beach County Utilities | $5.15-$6.20 | $0.0052 |
| Tampa Bay Water / Hillsborough | $3.85-$4.70 | $0.0039 |
| Orange County Utilities | $4.20-$5.10 | $0.0043 |
| Pinellas County Utilities | $4.45-$5.40 | $0.0045 |
| JEA (Duval / Jacksonville) | $3.45-$4.20 | $0.0035 |
| Sarasota County Utilities | $4.05-$4.95 | $0.0041 |
Note: Combined water + sewer fees often double the effective cost per gallon. Rates shown are water-only averages. Sewer fees for excess usage may add 80-120% more.
The Dye Test (Confirm a Leak in 5 Minutes)
Drop a few drops of food coloring (or a dye tablet) into the toilet tank. Do NOT flush. Wait 15 minutes. If color appears in the bowl without flushing, water is escaping through the flapper - the most common cause.
- Lift the tank lid. Add 5-10 drops of food coloring (any dark color).
- Do NOT flush. Wait exactly 15 minutes.
- Look at the bowl water - if color appeared, the flapper is leaking.
- If no color in bowl but it still runs: the fill valve is leaking water over the overflow tube.
- To confirm fill valve overflow: water level should be 1" below the top of the overflow tube. If water is spilling over the tube, the fill valve is the problem.
Diagnose by Symptom
Phantom Flush (Refills on Its Own): Toilet randomly refills - almost always a leaking flapper allowing tank water to slowly drain into the bowl. Confirm with the dye test. Typical cause: flapper worn or warped by FL hard water minerals, or buildup on the flapper seat. Fix: replace flapper ($5-15); Toto and Kohler recommend brand-specific flappers for FL hard water.
Constant Hissing / Running Sound: Usually the fill valve not shutting off completely. Causes: (1) fill valve worn; (2) float set too high; (3) fill valve debris from FL sediment blocking shut-off. Fix: adjust float to lower water level; if hiss continues, replace the fill valve ($10-$25 part, 20-minute install).
Water Visible Running Into Bowl: High-volume leak (500-4,000+ gal/day). Most likely a severely worn flapper, cracked flush valve seat, or fill valve stuck open. Check the flush valve seat for cracks/mineral buildup. Fix: flush valve seat repair ($8 kit) or full flush valve replacement ($15-$45 part + $175-$275 labor).
Fill Valve Runs After Full Tank: Tank fills but running continues with water level below the overflow tube. Likely the fill valve diaphragm/seal worn - common in FL hard water. Fix: replace fill valve (Korky or Fluidmaster designed for FL hard water). DIY $10-$25; plumber $150-$225.
Toilet Rocks or Base Leaks After Flush: Not a running toilet, but a failed wax ring - can cause subfloor damage and drain odors. Signs: water on floor after flushing, rocking toilet, sewer odor, stained caulk. Fix: wax ring replacement ($175-$350).
Flapper Deteriorates Every 1-2 Years: FL hard water (10-20 GPG) destroys rubber flappers. Long-term fix: Fluidmaster 501, Korky 100BP, or Toto flapperless system; consider a tank tablet softener insert or whole-house water softener.
